Team Assessment Program

In order to continue to elevate the professionalism of the SWAT industry in the State of Texas, the TTPOA desires to provide SWAT Teams with constructive feedback on the status of their team/unit by conducting on-site assessments/inspection.

DIRECTOR OF OPERATIONS/REGION 4 DIRECTOR Robert Flores
El Paso Cty SO

Robert “Bobby” Flores is a Master Peace Officer and 18 year veteran of the El Paso County Sheriff’s Office. He has worked in the Jail Division, Patrol Division, Training Division, and is now assigned to the Criminal Investigations Division. He serves the EPCSO SWAT Team, as an Entry Team and Precision Marksman Team Leader, and has worked every position within the team. He has been on SWAT since 1993.

“Bobby” is a TCLEOSE Instructor/ Firearms Instructor, and has attended numerous Operator and Instructor Level Courses in the Tactical Field. He served as Region IV Director from 2000 to 2008 and was appointed to Director of Operations in April 2008.

REGION 6 DIRECTOR Jay Shipp
DFW Airport Police

Sgt. Jay Shipp began his law enforcement career in 1989. From his hire date until 1995 he worked as a patrol officer. In 1995 he transfered to the Special Operations division as a solo/motorcycle officer and was accepted to the SWAT team. In 2004 he was promoted to the rank of Sergeant in the Special Operations Divison where he currently supervises in the solo/motorcycle section and is a team leader on the SWAT team.

REGION 7 DIRECTOR Graham Smith
Irving PD

Graham began his career with the Irving Police Department in 1990. In 1995 he was promoted to patrolman and spent four years assigned to the Patrol Division. Later transferring to C.I.D. working as a Gang Unit Investigator. In 2001, he transferred to the Tactical Section where he is still currently assigned. In seven years, he has worked with the Rescue and Diversion team as a grenadier and team quartermaster. He's currently a senior team member assigned to the Entry team.
