REGION 2 DIRECTOR Hugo Gutierrez Jr.
Houston PD
Officer Gutierrez joined the Houston Police Department in 1998. He was assigned to Patrol from 1998-2003, and the Southwest Divisional Tactical Unit from 2003-2006. He started as a part time member of HPD SWAT in 2004, and became a full time entry team member of the SWAT team in 2006. Officer Gutierrez is a certified TCLEOSE instructor and TCLEOSE firearms instructor. Officer Gutierrez is also a certified instructor in impact munitions, diversionary devices, chemical agents, active shooter, shoothouse instructor, and a rappel master. Officer Gutierrez is an adjunct instructor with the TTPOA, ALERRT and the Houston Police Department. He was assigned the Region 2 director position in 2010.

REGION 3 DIRECTOR David De Leon
Brownsville PD
David De Leon has served with the Brownsville Police Department since 1995 and had earned a Master Peace Officer Certifcation. De Leon is a certified TCLEOSE Instructor and certified TCLEOSE Firearms Instructor. He has been a member of the Tactical Team with the department since 2001 where he serves as an operator and instructor. He has served the TTPOA as Regional Director since 2003.

REGION 4 DIRECTOR Ken Law
El Paso PD
Ken Law is a 19 year veteran of the El Paso Police Department primarily working within the Patrol Operations Division. Since 2006, Ken has been assigned at a full time SWAT element as a Team Leader Sergeant and has served with the El Paso PD SWAT team for nearly 11 years. Sgt. Law is a TCLEOSE instructor and instructs with different courses involving weapons, munitions, and tactics.

REGION 5 DIRECTOR Danny Perez
Amarillo PD
I have been a police officer in Amarillo for 26 years. I am currently assigned to the SWAT team and have been on the full-time team for 10 years. I was previously on the SWAT team’s alternate squad for approximately 9 years where I was assigned to other divisions at the police department but still trained and responded to SWAT call ups with the full time team. Since being on the team, I have been involved with executing numerous Narcotics search warrants, high risk arrests warrants and SWAT call ups. I have instructor certifications in firearms, tactical rifle, chemical agent, less lethal munitions, low-light CQB tactics, fitness and wellness, Levels I and II Use of Force, Wallbanger, ALERRT Active Shooter and machine gun operator. I have been a member of TTPOA for approximately 10 years.

REGION 6 DIRECTOR Marc Wewee
DFW Airport DPS
Hired on at DFW Airport DPS in 2001. Transferred to the SWAT/Solo Motors Section in 2002. Marc serves as Team Leader, Accident Reconstruction Supervisor, Police Motorcycle Instructor, and Less Lethal Instructor. Marc promoted to Sgt. assigned to the SWAT/ Solo Motors Unit in March 2011.

REGION 7 DIRECTOR Graham Smith
Irving PD
Graham has been with the Irving Police Department since 1990. He has worked in the Patrol Division and C.I.D.(Gang Unit Investigator). In 2001, he transferred to the Tactical Section where he is still currently assigned as a team leader on entry.

Tyler PD
David Hall has been with the Tyler Police Department for 17 years. David is currently the training Sgt. for the Tyler Police Department. David has been a member of Tyler's SWAT Team for 15 years, and currently serves as entry team leader.
